What is the Port Klang Free Zone, and who is it for?
The Port Klang Free Zone (PKFZ) is a gazetted 1,000-acre free zone on Pulau Indah, built for export manufacturing and regional distribution.
Photo for illustration purposes only- PKFZ has 512 ready-built units for storage and light assembly; about 65% of their area was taken in July 2026, and they suit one- to three-year leases, the New Straits Times reported.
- PKFZ's website said in October 2026 that its open land, for building your own, is fully occupied.
PKFZ's next step Its CEO said in July 2026 she is considering turning about 20 acres of units into open land on leases of up to 30 years.
PKFZ now targets:
- Oil and gas
- Food processing
- Rubber products
- Building materials
- Maintenance, repair and overhaul
- Logistics
- Light manufacturing
Free zone or ordinary industrial land: what changes?
The main difference between the Port Klang Free Zone and ordinary industrial land is customs: the free zone counts as outside Malaysia's principal customs area.
In the free zone (PKFZ)
- Customs
- Outside the principal customs area. In a free industrial zone, raw materials, parts and production machinery come in duty-free.
- Activities
- Commercial zone: trading (not retail), breaking bulk, repacking, relabelling. Industrial zone: export manufacturing, plus R&D, testing and packaging.
- Who fits
- Industrial zone: at least 80% of output exported, raw materials mainly imported.
- How you hold it
- Leased from PKFZ, not bought.
On ordinary industrial land
- Customs
- Inside it. Exporting manufacturers can apply for a Licensed Manufacturing Warehouse, with similar facilities. Separately, a Customs licensed warehouse (for storage) lets duty wait until goods are released for local use or re-exported (Customs Act 1967).
- Activities
- What the title, zoning and licence allow: see light, medium or heavy industry.
- Who fits
- No export test for the land itself; an LMW has the same 80% export test.
- How you hold it
- Bought or rented: see freehold or leasehold.
- Either way: a manufacturing licence (applied for through MIDA) from RM2.5 million in shareholders' funds or 75 staff (Industrial Co-ordination Act 1975), and council planning permission.
- MIDA and Customs list PKFZ as both a free commercial and a free industrial zone; North, South and West Port are free commercial zones too.
Which roads serve Port Klang, and how far is it to Shah Alam, KL and KLIA?

- NNKSB
- KESAS
- SKVE
- Federal Highway
- NKVE
- WCE
Straight lines, rounded (our arithmetic); roads are longer.
- The New North Klang Straits Bypass (NNKSB) runs 17.5 km from North Port to Bukit Raja.
- Westports lists four of these roads, plus rail north and south.
Photo for illustration purposes onlyWhat is planned at Port Klang?
Port Klang's plans are more Westports berths, the new ECRL line to both terminals, and a third terminal on Carey Island with no start date yet.
- Q3 2027 · Metrohub 3, Bukit Raja About 840,000 sq ft more warehouse space at E-Metro Logistics Park.
- January 2028 · ECRL to Port Klang The new line's Gombak to Port Klang phase is due to open, reaching Northport and Westports.
- Q3 2028 · Westports CT10 The first 300 m wharf of the new CT10 terminal should open.
- End 2029 to mid 2030 · Westports CT11 Two 300 m wharves, due by the end of 2029 and in Q2 2030. CT10 to CT17 are expected to raise Westports' capacity to 28 million TEU.
- No date yet · Carey Island Port Klang Terminal 3 has Cabinet approval in principle. In July 2026 the Transport Minister said land issues were still being worked through with Selangor, whose Menteri Besar has said they were finalised in December 2025. Carey Island is in Kuala Langat: see our NCT Smart Industrial Park guide.
"If they have a terminal, they will need support facilities, warehouses, industrial zones and value-added activities. PKFZ can support the development."

Westports, on Pulau Indah, handled a record 11.3 million TEU in 2025. The port as a whole handled 15.14 million TEU in 2025.
What is the Port Klang Free Zone?
Port Klang Free Zone (PKFZ) is a gazetted, 1,000-acre free zone on Pulau Indah with a commercial area and an industrial zone, run by a subsidiary of the Port Klang Authority. It offers office buildings, light industrial units and open land, all on lease. In July 2026, 254.14 of its 384.45 hectares of industrial zone were fully leased.
What is the difference between a free industrial zone and a free commercial zone?
According to MIDA, a free commercial zone is for trading (except retail), breaking bulk, grading, repacking and relabelling. A free industrial zone is for export-oriented manufacturing, with duty-free imports of the raw materials, parts and machinery used in production; companies qualify when at least 80% of output is exported and raw materials are mainly imported. Both are treated as outside the principal customs area.
Which highways serve Port Klang?
Westports lists KESAS, the Federal Highway, the NKVE and the SKVE as its expressway links. The 17.5 km New North Klang Straits Bypass (NNKSB) links North Port with Bukit Raja and connects to the West Coast Expressway, the Federal Highway and the NKVE. The ECRL rail line's Gombak to Port Klang phase is due to open in January 2028.
When will Westports' new terminals open?
Westports says the first 300-metre wharf of its new CT10 terminal should start operating by the third quarter of 2028, and that CT11's two wharves should be complete by the end of 2029 and in the second quarter of 2030. The Transport Minister said in October 2026 that CT10 to CT17 are expected to raise Westports' capacity to 28 million TEU.
Is the Carey Island port confirmed?
The Cabinet has given approval in principle for Port Klang Terminal 3 on Carey Island as a public-private partnership. In July 2026 the Transport Minister said land issues were still being worked through with the Selangor government, whose Menteri Besar has said land matters were finalised in December 2025. The minister said it would be built in phases over close to 20 years, and in October 2026 that it would start with general cargo rather than containers.
