Light, medium and heavy industry are classes of industrial use. On a factory land title in Peninsular Malaysia the class can appear as an express condition (syarat nyata), as "Industri Ringan" (light) and "Industri Sederhana" (medium) do on NCT Smart Industrial Park's Phase 1 titles. The National Land Code limits industry land to industrial purposes, and the council's zoning, the Department of Environment's siting rules and the council's licence must all allow the same use.
What do light, medium and heavy industry mean on a factory title?
They are the class of industrial use the land is approved for. The class can be written on the title as an express condition (syarat nyata), and planners and the Department of Environment (DOE) use the same classes to set buffers from homes.
Light industry
- PLANMalaysia (our translation)
- The least pollution, noise, gas and smoke; can be placed near housing.
- Selangor's 2007 list
- Clothing factories, umbrella making, brooms, brushes and mops, tea factories, packaging of pharmaceutical products.
Medium industry
- PLANMalaysia (our translation)
- Waste, noise, odour and gas in daily manufacturing; some partly hazardous raw materials; should sit away from housing.
- Selangor's 2007 list
- Bakeries, printing and publishing, structural metal products, wire and wire products, storage and warehousing.
Heavy industry
- PLANMalaysia (our translation)
- Solid, liquid and gas pollution from raw materials; a high risk of fire, explosion and biological contamination.
- Selangor's 2007 list
- Sawmills, foundries, glass and glass products, semiconductors and other electronic components, motor vehicle parts and accessories.
Two entries to watchStorage and warehousing is medium, so check before planning a warehouse on an “Industri Ringan” lot. Semiconductors are heavy.
Which industries count as light, medium or heavy?
A 2007 circular from Selangor's Director of Lands and Mines sorts industries into the three classes (appendices D to F), written to set fees for unapproved factories.
To test your own process, Johor Bahru City Council's industrial guideline, citing the DOE, gives these marks:
Very low or no air pollution, noise, vibration, odour, fire or explosion risk, and no hazardous raw materials or products.
Among its marks: noise or vibration above safe limits, and large amounts of hard-to-treat scheduled waste.
Today the land office sets the condition on the title, the council the zoning, and the DOE whether a site suits the process.
Photo for illustration purposes onlyWhat does the National Land Code say about industry land?
Section 117 lets “industry” land be used only for industrial purposes: factories, workshops, foundries, warehouses and similar buildings for these four:
Making goods.
Foundries and smelters.
Producing or distributing power.
Assembling, processing, storing, transporting or distributing goods.
Section 52 sets three categories of land use:
- Agriculture · Pertanian
- Building · Bangunan
- Industry · Industri
- The industry must start within three years of the land first becoming industry land.
- An express condition on the title overrides these implied conditions (section 117(2)), and a title can carry conditions with no category at all (section 52(5)).
- Demolishing, altering or extending a building needs the appropriate authority's prior written consent.
How does the condition read on a Selangor title?
The category and the express condition are separate entries. These are the Phase 1 titles at NCT Smart Industrial Park, Kuala Langat:
Lots PT54344 to PT54381
- Category
- “Industri” (industry)
- Express condition
- “Industri Ringan” (light industry)
The other industrial lots, from PT54390
- Category
- “Industri” (industry)
- Express condition
- “Industri Sederhana” (medium industry)
A few commercial lots
- Category
- “Bangunan” (building)
- Express condition
- “Bangunan Perniagaan” (commercial building)
- NCT Alliance's August 2025 filing lists the Phase 2 to 5 land as “Pertanian” (agriculture), awaiting conversion then: ask for a lot's current title, not the brochure. See our NCT Smart Industrial Park guide.
- A developer's description is not a title condition: Welloyd Industrial Park calls itself a “light-industrial development”, but the condition is on each unit's own title.
How far from homes must each industry class be?
Buffers from homes grow with the class. Treat every figure as a minimum.
- The DOE's 2012 SZIRA guidelines put heavy industry at least 300 m from homes as a general guide, the actual buffer set by modelling; its 2017 EESIM leave distances to local authorities and their plans.
- A 2020 amendment in Kuala Langat proposed cutting 500 m and 250 m to 300 m and 150 m; Macaranga reported in September 2022 that it had not been gazetted. We found no later status, so ask MPKL which figure applies.

WhatsApp ChrisWhich other approvals must match the class on the title?
The class on the title is one layer of several, and they must all agree.
- The title: category and express conditionThe land office
- Zoning and planning permissionThe local plan must allow the use; a material change of use needs planning permission (Town and Country Planning Act 1976, sections 2, 18 and 19)
- The DOEAn EIA for prescribed activities (such as industrial estates of 20 hectares or more, chemical plants of 100 tonnes a day or more), notice before a new source of effluent or emission, a licence for prescribed premises
- The council's licencePTG Selangor treats a factory without the council's trade licence as unapproved
- A fire certificateFor designated premises, renewed yearly (Fire Services Act 1988, section 28)
- A manufacturing licenceFor manufacturers with shareholders' funds of RM2.5 million or more, or 75 or more full-time paid staff (Industrial Co-ordination Act 1975)
Photo for illustration purposes onlyCan you change the category or the condition, and what does it cost?
Yes, by applying for a change of condition (tukar syarat). The State decides, and can charge a further premium.
- Apply under section 124Ask the State Authority to alter the category or amend the express condition, through the district land office or e-Tanah.
- Prepare the fileKlang's checklist: the Schedule XVI form, plans by a registered town planner, a development proposal report and an original official search.
- Get consents and commentsConsent from any chargee or caveator; comments from the council, town planning, drainage and the DOE.
- Pay the premiumApproval can carry a further premium.
What the old programme charged (it ended on 30 June 2011)
For scaleSunsuria's Annual Report 2024 records a RM6,897,000 premium payable by Sunsuria Kejora Sdn Bhd, developer of the Kejora business park in Puncak Alam, to convert its development land from agriculture to industrial.
What happens if a factory breaks the condition on its title?
Using land against its condition is a breach of condition, and the land can be forfeited.
Section 127 makes the land liable to forfeiture to the State Authority.
Instead, at least RM500, plus at least RM100 a day while the breach continues (section 127(1a)).
Section 128 allows a notice to put the breach right.
Under section 129 it can end with the breach remedied, more time allowed, or the land declared forfeit.
Tenants are exposed tooIt is the land that is liable, whoever runs the business on it, so see the title before you sign. In 2006 Selangor counted 3,165 unapproved factories on land still classed as agricultural.
Whether a use breaches a condition is for the land office and a lawyer to say.
What should you check before you buy or rent, and who should you ask?
Match the class on the title to your process, then confirm it with each authority.
- The title · land officeAn official search through e-Tanah: the category, each express condition and any restriction (see our freehold and leasehold guide), and the documents to verify before commitment.
- Zoning · councilHow the lot is zoned, and what the building's planning permission allows.
- Your process · DOEWhether you need a site suitability assessment, an EIA, a written notification or a licence.
- Licences · council, Bomba, MIDAThe premises licence, the fire certificate and MIDA's licence thresholds.
- Your briefState the class, the power supply and the floor loading in a requirement written to be matched.
Johor, Penang and Negeri Sembilan use the same Code, but each state sets its own premium and each council its own plan and buffers.

Common questions
What is the difference between the category and the express condition on a land title?
The category of land use is one of the three set by section 52 of the National Land Code: agriculture, building or industry. The express condition (syarat nyata) is wording imposed by the State Authority, such as "Industri Ringan" or "Industri Sederhana", that narrows what the land may be used for. Under section 117(2), the implied conditions for industry land give way where they conflict with an express condition.
Is my process light, medium or heavy industry?
Start with Selangor's 2007 list, which puts clothing factories under light industry, bakeries, printing and storage and warehousing under medium, and foundries, semiconductors and motor-vehicle parts under heavy. Then test the process: Johor Bahru City Council's guideline lists noise or vibration above safe limits, and large amounts of hard-to-treat scheduled waste, among the marks of heavy industry. The land office, the council and the DOE decide the class for your process.
Can a medium-industry process run on light-industry land?
Not without approval. Using land against its express condition is a breach under the National Land Code, which can lead to a fine of not less than RM500 or forfeiture. The owner can apply under section 124 to amend the condition, usually for a premium, and the council's zoning and the DOE's siting rules must also allow the heavier class. Ask the land office and a lawyer first.
How far must a factory be from houses in Selangor?
It depends on the industry class and the local plan. Selangor's 2016 state planning manual allowed 300 metres for heavy industry and 150 metres for medium industry, Sahabat Alam Malaysia reported in 2020, and the Kuala Langat Local Plan 2030 required at least 500 metres for heavy industry inside an industrial park. We found no published Selangor figure for light industry; Johor Bahru City Council's guideline sets at least 50 metres. Ask your council.
How do you change agricultural land to industrial land in Selangor?
Apply for a change of condition (tukar syarat) under section 124 of the National Land Code through the district land office, on the Schedule XVI form or through the e-Tanah portal. The Klang land office's checklist asks for plans by a registered town planner, a development proposal report, an official search and comments from the council, town planning, drainage and the DOE. Approval can be made conditional on a further premium.
Can a warehouse operate on industry land?
Generally yes, subject to the title. Section 117 of the National Land Code names warehouses among the buildings allowed on industry-category land. But Selangor's 2007 list of industries by class puts storage and warehousing under medium industry, so check a light-industry condition ("Industri Ringan") with the land office, and confirm that the council's zoning, planning permission and premises licence cover a warehouse before you sign.
